Silesia competes for business as location and skills drive growth

With its large scale, stable demand and experienced workforce, Upper Silesia is one of the most predictable commercial property markets in Poland. Public administration in a new office: Cellular offices, hot desks and shelters reshape the leasing market

Hybrid work, new safety requirements and shelter regulations are changing the rules for designing public sector offices. At the same time, the pool of buildings capable of accommodating all these requirements is shrinking rapidly. As a result, public institutions must plan relocations two or three years in advance, according to Marcin Kowal, Associate Director in the Office Department of Newmark Polska.

Poznań and Kraków account for over 75% of office space under construction

According to “Office Occupier – Office Market in Regions”, a report published by real estate advisory firm Newmark Polska, the first quarter of 2026 saw relatively low occupier demand in Poland’s regional city office markets, with new leases prevailing. Although new supply more than doubled the full-year 2025 total, office completions this year are expected to fall to the second-lowest level in 20 years.
